J.B. to Mora. On the late Spanish liberticides Laws – the particular
Law against "infraction of the Constitution – Private – Suggesting
to Faciendo: viz. Circular from to Alcaldes. 2. Guard for Cortes.
Dear Sir, I had begun sketching out at length another for publication a concluding
letter on the liberticide laws – this is with the
and what belongs to them. But time will not admitt of my
finishing it: accept in lieu of it, for yourself and persons of
confidence alone a few hints.
By These laws I consider to be are in my eyes a declaration of war against
the people. By it them those concerned in passing them have passed judgment
on themselves they this have confessed their acts and designs
sand on their self confessed of bearing the list of examination.
Now as to remedies.
All legal ones should of course be preferred to ante legal
ones.
1. Legal remedy. Let the liberal Minority (call them the Protesters), join in a Circular
seal and send it to as many Alcaldes as can be come at, exhorting them
never to refuse licensing a meeting desired by any the people the requisition being signed
by a virtuous number of names mention the number.
Exhortation to the people to give information of all refusals to a person
mentioned by the Protesters: suppose the Libraries librarian to the Cortes.
Judge Principal and immediate object proposed for such
Meeting – petitioning for the repeal of these liberticide
laws.
The Army of course will not be forgotten in these Circulars.
The La Isla Army in particular I consider as having
for its adversary the Septemvirate (the Seven Ministers) and
the Majority of the Cortes, and thence as being a natural ally to
the people, to whom they these rulers have declared themselves adversaries.
