J.B. to Mora
It will be very material to me to know what progress,
if any, has been made in the way of Codification by
the Committee; and the hope of obtaining this information
is one reason why I would not let slip a post without writing
to you. Those particular friends of mine in the Cortes
whom you mention — Mr Puigblanc, Mr Giraldo, and
Mr Callatrava wil, I make no doubt, add to the obligations
they have conferred on me by doing what may be in their
power towards enabling you to comply with this request.
What you have written with regard to the necessity of doing
the thing completely, without making patchwork upon old
foundations is of the utmost importance: this is the only way
in which, these are the only terms on which, I can be of any
use. As to my answering questions, or giving dissertations on particular
points, that will never do. This was what Emperor Alexander
offered, as you will see in my Book entitled "Papers
on Codification &c"; and I declined. —This is what I offer He said he had ordered
his people to put questions &c. I told him they would do no such thing:
—and so it was. All
this you may see in
my "Papers on Codification".
As to paper money, stiled "annuity notes" or
"circulating annuities", so much as was occupied in the explanation
of the plan itself will, I believe, be found in a
condition fit to be put into the hands of the Minister. Though capable of being so published together as to be in an intelligible condition
I am not without apprehension that, in addition to two through a considerable part of the matter in which the advantage of
Tables which there was a third Table, containing the it with reference to this country were detailed is missing: lest I believe at
the Printers as no
longer worth thinking
about after the unexpected
ill usage I
received. But of his part the heads
in the form of marginal
contents are
I believe forward
exact ne of a proposed note of the kind in question,
and that the only copy I have remaining of that note
was given to a friend of mine Sir
whose papers I should little expectation of it
Some further matter, consisting of of the
expected advantages is, I believe in my
scrawl and not yet finished. I may not improbably send
it to you as it is by the next Courier. By this means if it
be possible for you to make out my scrawl, you will be in
a condition to judge whether it be applicable to Spain.
And if yes, and the Finance Minister thinks so too, it is
to you that he will be more indebted for it than to me; and
thus every thing will be as it should be. As to me, I could
not pay any attention to it without postponing to an indefinite
time, my operations on the Code — a field of so much
more assumed promise. The Code — in: for the present at
least not the Code but "Rid yourselves of Ultramaria"
