As we lived together, I and to see his Propriety to the Admiralty and the Answers
sent by the Navy Board when the time came for their cooperation
"Mischievous and impracticable" was the constant substance
and very frequently the wording: no attempt at reasons, for of
that they were utterly incapable. Then from him came page after
page of reasoning such as you will see: pearls cast before swine,
and which might as well have been cast into the fire.
It was in the least of such opposition that he effected what
you will see effected. The Members of the Navy Board being
in various ways connected with Commanders of Ships, laboured
with all their might and not without success in gaining their
assistance to the opposition so made. No influence, no lying
were spared to depretiate what he had done. Lord Spencer's
confidence in him and admiration of him were entire, as they
still continue. But when he Lord Spencer went out, then returned total ignorance.
Earl St Vincent understood how to command Ships
but he understood nothing else. Ld Melville the present man
not being a Sea officer, neither understood neither commanding of
ships, nor anything else. What pleased him was the being
the son of the first Lord Melville who had been in the
habit of applying the corruption system to Scotland and along
with the estate and (composed of public money) and the title
to that sort of knowledge and skill and practice which was necessary
to the carrying on of that system same system of corruption and nothing else: i.e. how to secure
votes and speeches
in Parliament by
the gift or prospect
of lucrative office.
When Lord
Spencer went out, the office by which my Brother was
enabled to render that the a service above alluded to was abolished. When you have
run over the list of plans, you should bear in mind in the first
place, that nothing of that nature had ever been done before
nor has any thing been done since. This moment thus exists
among a number of men to squabble in the Morning Chronicle &c about the invention relative
to the keeping of Ships under cover: a subject many years ago considered
and exhausted by my Brother, as you will see in his book:
and this has been the case in other instances.
