You will judge whether it be probable, and what is
will know whether it be fact, that Its plan of not pronouncing the reasons of every proper attaching throughout to

Impossible: no set of men who could avoid doing it – even supposing
them qualified for making it – would put any such a bridle into
their own mouths. But mind the consequences consequence. Without this
security for good workmanship, nothing as causes them to make
laws codes: and not only is it easy to make laws but to make codes, but by making more or less use of his published works there could be no great difficulty in making such as
shall shew to advantage in compromise of the least bad
that have hitherto been produced: this done, not only adoption but applause is
obtained: and in respe a piece of publication, full of inconsistencies
and bad points is produced, instead of the consistent
and comparatively perfect one that might have
been had. produced. You can know very little of his works of in comparison
of what there is to be known: you can know very little of them in
comparison even of what I have had an opportunity
of knowing. In his work intituled Papers on Codification
it would be well if your Committee would cause to be translated, for were
it only for their own use, his Letters on that subject to the Citizens of the several American
United States. In Letter 5, "in Justifiedness as applied to a
body of law" they would see the a full expression of the importance
of such a rationale, in the character of an integrant
part of every code of law.
