For J.B. Bowring to Torreno

Unless as well in the Committee there be one will strong As mutual concession Along and with and in proportion to, mutual concessions
enough to swallow up all the rest, there comes their mutual concessions
must be the consequence and there goes consistency. Such
comes inconsistencies of which but too many are ( )
to a considerable degree would indeed be the
were the work code avowedly the work of
one dullard and individual
hand. True: but then there would remain the consistent
work serving as a standard, to which all inconsistent
ones might be compared, and by which the otherwise
continually encreasing number of inconsistencies might in
some degree be restrained. For want of this such a standard
not only is the English Statute law begun commencing as early as the
thirteenth Century, but a perfect chaos, but so is already the Statute law of British India
commencing but t'other day. within his memory.

If I do not misconceive the matter, the f the collection
of his works not having yet arrived in the disposition – on
the part of the Committee of Legislation a disposition has
place to eventually to make application to him for his
opinion in relation to this or that particular point. Suppose A
reference of this sort could do no harm and by
the encouragement it would afford a reference of this
sort
it might do some little good; and therefore need not
and should not be checked. But whether to any such
application he would think it worth while to give any
other answer than one accompanied centred on those the terms
of that respect that would be so justly due, but amounting to a
refusal, is very doubtful to me. His determination seems
to be at all event to draw up a code, first of penal then of civil law and after it to the nation Spain, and through Spain to the world at large.
But in comparison to what it would be if produced called forth by
express invitation, what it would be if produced without such
invitation would be considerably different and decidedly in form.
At his age to make time to perform the work to the best advantage he
stands in need of a stimulus: just as on a particular occasion a labouring man would perform
more work and better work with the help of a bottle of wine than without it.
