Incidentally in various works of his the impossibility
of any work being well done by a Board – by a Committee
– by a body of men consulting in secret – in a word otherwise
by some single ind and declared individual has been
maintained: more particularly in his work on the Panopticon.
What to say on this subject is the result not merely
if theory deduced from the consideration of the universallly-actuating
principles of human nature, but of a great
body of political experience, collected within the last forty years: collected
not only by himself but by a younger brother of his of
whose education he had the management, and also who for several
years had his management of the English Naval works – Docks
Ports and Kings Royal Navy included under his
management. From that time down to this there has not
been an Administration with which he has not had
in some way or other had intercourse nor even the most from which he has
not received marks of uncommon respect and confidence.
In particular the nature of Boards is known
to him by no double experience, of his own and that of his
Brother from the highest public Boards down to the obscurest
private ones. Some of the details of his experience are known
to Mora from his letters. Should you ever have been called
a recluse understand it with reference to circles of
mere amusement, and not with reference to scale of political
business.
