Now as to the particular nature of the services I should expect
to find him my Brother qualified and disposed to render to Spain.

I. PortsNaval every thing that regards his construction and
use of navigable vessels – Of his aptitude with relation to
that department, you will the book Official papers I send you will furnish abundant
proofs, supported by reference all along to official documents.
N.B. Of the prodigious number of assertions allegations
contained in those papers not one line has been in the slightest
degree controverted by any one of the multitude and variety
of persons of all ranks whose interest it would have been
had it been in their power, to controvert them.

II. Prisons on the Panopticon plan. The idea of the Panopticon
plan of construction was originally is his – all that I did to it
was the making application of it to the special purpose
of a prison. Upon the original plan of construction I took
upon myself as having made some little improvements as represented in a single way in my "Pauper Management Improved".

III. A School of Arts on the Panopticon plan. A building
for this purpose, on his plans and under his direction was created
at Petersburgh but not put to use I believe till after his
departure. Upon Soon after his departure it fell I believe as in Russia every thing
is so particularly apt to do into unapt hands. It would embrace
works of all sorts in wood and metal to be carried on
in private account: in a word almost every thing in the execution
of which machinery is can be employed to advantage
the whole establishment constantly under the ocular inspection of
any number of persons stationed in the centre lodge. Works of
this sort in great variety were as his papers shew actually under
his management at Portsmouth.

IV. Roads, Canals, Bridges and communications of all sorts by land
and water. For every promptitude and cheapness to under-water works he has inventions
of his own which having been begun to be put in practice have
stood the test of time now for 6 or 7 years. Since his retirement, Endeavour for getting
them demolished that they might not continue to notify
in his were employed, and had nearly succeeded, but at length proved abortive.
