Contrive to let M. Vargus know that I have the honour
of numbering him among my friends and my enemies – enemies
or adversaries or opponents which you please: and that I shall take the
earliest opportunity of begging his acceptance of a copy of of a copy, in the the original,
of the Panopticon work on the Panopticon of from which Dumont framed
his extract: and that in this little present he will receive
an acknowledgement of it as I am indebted to him for his services in the his character of a
friend, and at the same time of the sort of resentment which he
has presented in his character of an enemy. He may
find in that book a pretty detailed system of prison management
according to my conception at that time of what it ought to
be. He will see the importance of its being conducted
by some responsible individual engaged after by open competition
and
undertaking the business in the way of Contract,
entered into with him by government the Constituted authorities
after an open competition. He will see it a
demonstration that the business can not for any continuance
be cond well conducted in the by government
persons not personally interested in the pecuniary success
and in particular by persons appointed and removable at pleasure by
the Constituted authorities. Never perhaps did Seldom indeed can any general
position à priori receive so compleat a demonstration
as this has done. When in my character of accepted
Contractor the Administration here broke the faith of Parliament
that had been pledged to me, they substituted both for the building
and management to any avowedly interested, uninterested
hands. The consequence has been – as appears by
the authentic and published documents, that a building
not designed for more than 600 persons has already without
being yet finished cost more than ten times as much as the
one I had offered to erect and keep employed in it 1,000 prisoners: how
much more I can not
say without having such
an examination for which
it is not possible for me to
fund again.
