I could however obtain and send the pages if any thing turned
upon it. Instead of having the management performed for next
to nothing, they have had it added it to the corruption fund
by car loading it with high salaries. Instead of giving securing
for good management by that securing which nothing but
the eye of the public can afford, they Lord Sidmouth has
actually converted it the prison into a Bastile, into which no one
without an order from him or those under his dependence
can have access: the first example of a Bastile that this
degraded country ever exhibited.
By the by, this puts me in mind of the Proposal in
which the Contract with me was founded: a proposal which was
received with such warmth of approbation as was more in
any other instance perhaps ratified by that cold and haughty
creature (Willm Pitt) or any of those who being under him were like to him. I hope I shall be
able to find a copy to send for the those to whom
it may appertain: for the usage which from 1792 to 1808 1813
I received was such as made it an object with me to
keep every thing that belonged to that subject excluded as
constantly as possible from my mind.
Note that in the circumstances Spain is in, the
Contract principle, particularly as applied to the ,
affords possesses a ground of preference that has no application
to this Country: since for any such thing as a new prices set of prices Government
in Spain has not funds: scarcely for so much
much as one new prison: at the same time that for the
profit obtainable from the labour of prisoners with so powerful
an instrument for employing it to the best advantage, a
set of private undertakers might here and there be found. But
to show how this may be done belongs to my Brother, not to me.
