Dear Sir
On Tuesday, being last Madrid post day,
I wrote to you through Don Adam Weidmann, Vitoria—
Mr Bowring's Agent: Mr Bowring dined with me; and,
I believe, directed the letter. No time would be lost; Mr Bowring
said, by this intervention: the cause of it, was the hope
of saving the letter from the clutches of the creatures of French
misrule, by whom, it appears but too evidently, that a multitude
of my letters to you have been stopt: the consequences
you can not estimate, till fresh copies are sent and
received; which, as soon as may be, will be done. Before
this is closed, it will receive, from a journal kept
by one of my young men, a list of such letters to you,
whether of a public or private nature, as have been sent
to you from hence since those three the receipt of which
you have acknowledged. The chevalier de Colomb, whom
I have just now seen at the Ambassadors, is kind enough
to take charge of this: I therefore now, for only the second
time, write without fear of stoppage from the creatures
of French despotism. In my last, I mentioned to you
my having received, from our friend Blaquiere, a mutilated
account of the plan for the augmentation of and
improvement of your Daily Newspaper. At the same
time that I scolded him to you, for having transmitted
it to me in an imperfect shape, I wrote him a short
letter, to no other purpose than that of desiring him to
compleat the information. Mr Bowring took up the paper
and added something on his part. This day came
from Mr Blaquiere another letter, mentioning, I believe,
another particular or two: but still, the account is not
perfect enough for use. The one thing needful, is the account,
the full account, of the ways and means necessary,
and in contemplation: in particular, the sum
that will be necessary in hand money for making the
experiment: what the sum would be in milreas: and
how long that sum would last. As to this matter, all the
