In a word, notice of the place and time of meeting should be accompanied
with adequate notice of the intended subject of discussion and of whatever is
contained in it the diffusion should be as impartial and therefore as undiscriminating
as possible.
(2) [An address praying the removal of the Minsters.] If an
assembly of the people is not at all times at liberty to do
this, such assemblies are of little use: those who are against
the removal will be possess at least equal liberty facility
of for expressing their sentiments together with inducements in
abundance such as those on the other side will not have.
(3) [requiring that according to the terms of the law, notices referrative
should be given to the constituted authorities] Perfectly
unobjectionable this for any thing that appears. See Note (a)
(4) Numerous pickets of cavalry and infantry were stationed
at the door of the place of meeting the
Perfectly unobjectionable the stationing them there: whether
in the terms of the order, whatever it was there was any thing
that was objectionable is what a question in relation to which no sufficiently grounded
judgment can be given till the times of it are given: nor
yet was sufficiency to terms of the order until the terms of the law are given in which the order
was grounded can it be known whether the order was itself
was legal that is to say worded in conformity to that same
law. Till these documents are in sight all that can be
said on the subject can be no better than hypothetical. See below.
(5) [advice i.e. information is at the time appointed the
members came together, advice (i.e. information or notice)
is given to the constituted authorities.] From hence a natural
conclusion is that no such information was given of the meeting
till anterior to the very time at which it took place, if this such
was the fact, the law must have been very inadequately
penned, if the notice thus given was conformable to the terms of it:
at any rate it can not have been conformable conducive to the object design or end
proposed by the law, to the only use good effect which the law could have had in
view
view: namely, the giving
to the constituted authorities time sufficient
for taking adequate measures
of prevention for the
prevention of practices by
which injury to person or property would be produced.
