Of To this conduct these measures providing on the part of the ruling powers what is
law and execution of the law measure of legislation and measure
of administration together what is the natural and
obvious interpretation? of the persons functionaries in question what

well-being of the people: to render dispose thereby the Constitution
of all the good it was either in reality or appearance
designed to be the instrument of produce: to have the letter and
some of the forms of it for a cloak to tyranny while the others
were employed as instruments of tyranny
