All this notwithstanding the compl assures a Species seems
upon the whole rather by force and than otherwise. To us in this country
at any rate it may be regarded as an object of envy presents an object of envy
and admiration.
Military force is employed needed but whether in a strict legal manner
or not, with no physically mischievous effect: military force
is employed. but no harm either to person or property is
either done or suffered.
To any particular place access for the purpose
of political discussion is prevented. But the slaughter
of the people is neither commanded, nor rewarded. When
committed, it is condemned not justified: not justified, either
by real law or by sham law made after the fact to meet the purpose, made by men who
all the time they are making it know and declare they have
no right to make law, and all
in the very act of making law deny they are making it,
and would keep all they had how the men
who should dare to tell them they were making it.
If men have thus been slaughtered it has been by the
uncommissioned partizans of the extinguished government
not by the any rewarded instruments of the existing rulers: if
under the protection official sanction of rulers men in power office the people had been slaughtered
it would have been under by warrant from this authority
of real law not only really made but made before the fact
and effectually promulgated.
