a particular friend of mine, Mr Bowring,
whose high reputation can not be altogether
unknown to you, fell into conversation
with Mr Herrara, Editor of O Padre
Amaro. Dr Rocha being mentioned, "Rocha",
said he, "might have of our Government
"any thing he wished for: and he could not
"wish for any thing that he does not deserve".
Such, if I do not misrecollect, were the very
words reported to me by Mr Bowring as
the equivalent of the Portugueze words
employed by Mr Herrara. Yet, if I have
not been misinformed, repeatedly and
from various quarters, the leanings of O
Padre Amaro are on the side opposite to
ours. If so, the greater the honour done
to him by whom, as well as to him of
whom, the words were spoken. N. B. It is
to Mr Bowring that I am indebted for my personal
acquaintance with Dr Rocha.

One of the French Journalists, I perceive,
has made a Turnpike-road from
Rio de Janeiro to Lisbon. He announced the
arrival of a great personage from one of
those places at the other, on one or other of
two determinate days, which he mentions. If
I misrecollect not, they are the 10th 5th and the 10th
instant. From this it appears that there is a
Coach that sets out from Rio, two days in the
week: and that no uncertainty is ever produced
by the state of the roads. No bad specimen of ancien regime restored. For my own part,
I must confess, I can not look forward to the
event without fear and trembling. I can not
bring myself to conceive how it could have
come to pass that, if you had had a King
at Lisbon, you should be had a Constitutional
King anywhere. Oh! that I could but
condense, into the compass of this sheet,
