You have been represented to me as
being in such sort attached to your share in the universal
interest of your Country, as to be, in a conjuncture
such as the present, capable of making considerable
sacrifices to it at the expence of your personal
and separate interest. Upon your being such, depends
all the chance which an offer such as this has of acceptance
at your hands; and, with it, the first and most
promising chance it has of acceptance in the country,
in the Government of which you bear so distinguished a
part. An object, the pursuit of which would in any proposed Code
framed by me keep pace with that of all others, is – the keeping
down, to its lowest possible level, a the quantity of emolument
and remuneration, in all shapes taken, at the expence of
the people attached to office. This confidence, be the peril
of it what it may, I can not avoid reposing in some one
person's and, for that person, I choose you. If, of a disposition
such as I have just described as requisite, the existence
were altogether incompatible with the nature of
man, and therefore altogether hopeless it would be folly
and absurdity in me to plant stake this or any other measure of
mine upon the ground of it. But, that it is not so, I have the
proof now
amongst other proofs, that of my own experience. For the labour I am so
desirous of undertaking, I neither require nor wish for, nor
will accept, factitious reward in any shape whatsoever.
With this experience, I see no absurdity in the supposition
that, in addition to the ample mass of patronage and power in othe shapes, which, in
your situation, so long as you keep that situation, it wd.
not be possible for you to divest yourself of, the salary,
howsoever moderate it may be, which can not but be attached
to that situation, will be regarded by you as sufficient;
as of itself a different recompense, and affording
sufficient inducement to you to put from you every other.
On this ground it is that I make you the offer of a sort
of partnership: in the profit expected from it, my part, the
natural reward attached to the consciousness and the reputation
of having composed a body of law having this for its
end in view your share of it, the do. of giving support to do. Code
by promoting the bespeaking of it by procuring acceptance for the offer of it.
