If it be in the at the same time in the power and the
wish of those in whom the acceptance of this offer depends to
establish a government in which for its end in view thereto
leave in effect truth as well as in profession the greatest happiness
of the greatest number they may see such a government of
already established in the Anglo-American United States in the representative democracy. In
that instance form of government S in such a government actually
established. By that form of government in so far as established I see this end compassed accomplished
of course: in so no other form of government do I see a the
possibility of its being established.

But suppose be it ever so decidedly and commonly
their wish to take that object for their end and to be that
accordingly for the form of their government, it follows not that
it would be in their favour. When that it which is best Suppose it were settled and determined
is absolutely impracticable the end thing to be endeavoured
is that which is next best and so on. But though at
the time being that which – absolutely decidedly the best should be a
absolutely decidedly impracticable, state it will not the less be of use
to know see what it is that if it were practicable would be best
view as possible. Tis by that means should a change of circumstance in favourable
in as far as change amendment is from necessary
is practicable possible it would be one towards gener what end – the
change should bear: in what order there is most safety and
most advantage. Suppose for example a decision taken by the
other authorities to rid themselves of the existing Monarch: then
would come the question whether another Monarch or no Monarch
at all were preferable: then who entertained such a prospect a hope
of keeping up a partnership with a Monarch and with adequate safety to themselves an interest of their
own at the expence of that of the people would be for another Monarch: those who saw no such prospect would as naturally be
for the absence of a every Monarch in preference to the presence of the best possible.
