After a declaration thus explicit — that no limited
Monarchy can be made to ensure its professed purpose — that
no limited Monarchy at this time begun to be established
can for any length of time continue — that no limited
Monarchy at this time established can long escapes being changed
either into an absolute Monarchy or into a representative
democracy — that every set of men by whom in the character
of representatives of the people a limited Monarchy is endeavoured set up
to be established a fund is established whether on
or no and with open eyes a fund of peculation and corruption is established by
which they have put it in the power and thence beyond
all doubt sooner or later in the institution and endeavour the practice of themselves and
subjects to enter into partnership with the Monarch and
as the founder of the
first Frank Constitution
did
in conjunction with him establish carry on a system exercise a course of depredation
and oppression over the people.

After a declaration thus explicit should it any
political state be disposed to make use of my services in
drawing up an all comprehensive Code having for its Constitutional
premise a form of government ever so wide of differing ever so widely from a pure
representative democracy, I would not scruple to render
my assistance for that purpose.

In some points even in an absolute Monarchy the interest
of the Monarch coincides with that of the people: these points
would be found scattered over the whole field as well of penal
as of civil law. So far as these extended I should without
regret make the best most effectual provision to every person for the interest of
the Monarch giving all along the reason by which the arrangements
proposed by me had been determined.
