In the same way taking in hand the case of a
limited Monarchy such as that of Por Spain and Portugal
under the Spanish Constitution — a Monarchy in which
by the Constitution that framers of its law established between
themselves and the Monarch that had of partnership
by inclination or under
a sense of inevitable
necessity
abovementioned given to the partnership at the expence of
the people by the means of patronage in common pecuniary many in vast excess exuberance
to be engaged under the name in the sense of official service
after having been by force extracted from the people, I would
by means of appropriate arrangements provide for securing secure to the partnership whatsoever quantity they insisted
upon having secured: accepting as recompense for such my
service whatsoever alteration they would consent to see join in giving
to that suffering which the which by the nature of the case the
care taken of the partnership interest would render it necessary
to inflict upon the people.

On your part if so it happened that after reading
what is above you are convinced of the necessity of keeping
in this respect upon the footing of the Constitution, you
will have no scruple in telling me so. If on the other
hand you are not a believer in any such necessity, but and yet
are still determined to employ your endeavours in
the production of their effect, it will be open to you to profess
a belief in such necessity or to confess a disbelief
in it: the choice will be perfectly open to you: and in
either case submitting to necessity I will towards
promoting the interest of the people at the expence of yours
as far as you will allow me and no further: it would
still be in my power to save them from a world of misery
to which without any encrease to your happiness they would
otherwise be subjected.
