1820 Sept. 10.

Pauper scheme presented

On the occasion of the paper money, it fell in my way to
mention that Kings George 3d's enmity to use: not that he had ever seen Two causes concurred
in the production of it. The other One was the part relation
to a war which in the year 1791 with which he
tried to engage the notice against Russia, and in

The first was was the part I took in favour of the French Revolution: namely
by drawing up the Code for a Judicial Establishment as above
mentioned, and by the disposition expressed by me to comply with the
invitation to me to repair to give in by the Municipality
of Paris headed by the Duchede la Rochefoucault, to repair
to Paris, and there to take his house for my house, and
to direct the setting up of a Penitentiary House upon
the principle of construction invented by my Brother, and coupled
with
the plan of management devised by myself. The murder of
that virtu the duke and together with the troubles that occasioned it, put an end

save the highway of all nations from English tyranny, he
had set the King of Sweden to commence war against her
without provocation, and by mere threats, without portion of right,
forced the King of Denmark to refuse on that occasion to Russia the persons
he stood bound by a defensive treaty to afford to him against
that unjust attack. This whole business had
had passed without all along gone one, with
comment in , or little or no notice in
both Houses and all either House, or in any
of
the Newspapers. Taking
the materials for from the
Gazette de Leyde long the
diplomatic Gazette of Europe,
then scarcely known in his country to our Newspapers but in those days little if at all noticed by any of our Newspapers, in
a long letter in the Gazette Newspaper
signed Anti Machiavel I gave a history of those
proceedings, implying employing that strong time of which the furnaces are still unknown pleasure
had introduced into our newspapers. A and cold tame and unreasoned answer appeared
(I forget under what ) for in the same paper, a day or two after the Earl of Melbourne, who to my
knowledge had correspondents in the King's friends – (that Earl of Melbourne
