it, it presented to my conscience view an imperfection which
I could not endure to remain in it. The argument in
which I contended for the throwing open the doors of the
Legislative Assembly to proposed Codes from all fellow men
and in particular from all fellow Citizens I saw
standing as it were in the background: scarcely scarcely
making its appearance in the rear of that in
which it is contended that stated as desirable
that the whole work each work so sent in notwithstanding its extent and
importance should as far as may be, be the work
of one single hand. In the formation of this
vitious order itself I found an examination had been
too brief. To remedy atone for this offence against good sections
it became necessary to work up anew seven out of
the eleven sections and to add to them a twelfth.
At the same time I was engaged at the request of
Count Torreno I was engaged in penning on the subject of some Observations
on the then proposed and at this time debated Spanish certain
Observations which set the of the termination of which was
every day expected and on no day effected though the
time for already for the giving full effect to them the
time was too late. As I sent them off in Manuscript so
I committed them to the press here. A copy The printing
is just compleated: and a copy which of which it is the ambition of
to add itself to the collection which the Cortes has of my
works is designed to accompany this address. Different
parcels of it have been sent at different times to Your
Minister of Justice. As this work cause more harm to
your country than any other of my works and even to the
subject of my presumptuous offer, I hope it may help constitute the atonement my
offence stands so much in need of.
