account of what passed on the occasion than that the Gentlemen
by whom it was delivered appeared to be an Englishman & said it came from
Portland Place. In Portland Place are the residences of several
foreign Ministers, between a few of which &
& my Hermitage there has now & then been some
little intercourse: but I was not able to fix the reference
upon ant one in particular, from any thing else I was
able to collect.

Inclosed is a copy of a little work on penal Law
just completed from the press: Letters to Count Toreno, written
at his request on the subject of the Spanish proposed Penal Code
now under discussion in the Cortes. Under those English Regulations
the strictness of which is rather more manifest than the preponderant
usefulness, the mail ship is no very apt which
for printed worked. On the supposition however that in the
eyes of the Legislators of Portugal my ideas on this subject may not
be altogether without their use — earliness of transmission may
in this instance to a degree which in my situation it is not possible
to anticipate be a matter of importance. I accordingly
avail myself of this regular opportunity such as it is, without
waiting for casual ones.

Through this same channel the work has in different part
as they have come from the press been addressed at different
times to your Minister of Justice.

On this occasion it is a reflection in no small degree gratifying
to me that any service which it may be the lot of this little work
to render to on the field of legislation to those my preeminently dear &
respected friends whom your kindness has almost warranted me
to speak of by the name of my disciples, will stand clear of all those
unpleasant ideas, such as by an inevitable necessity the nature
of the case may be seen to have been associated with the general tenor of those observations
which as above I have been led to make communication of to
your Spanish neighbours. I am Sir, with the sincere & most affectionate
