My dear and highly reputed disciple,
It was on the 31st of last month
I had the pleasure of receiving in a letter from Bowring your
long-expected and most acceptable epistle. Finding that in several parts it
could not be intelligible to me without a dictionary the use of
which would have absorbed more time than it would have
been possible to spare, I placed it in the hands of a friend by
whom I was promised a translation of it in the course of a
few days: but indisposition still prevents the complete accomplishment
of the promise.

The state of things which has operated upon me as a
summons to transmit to you the enclosed, is such as forbids
my waiting any longer for the purpose of seeing whether your
letter presents any particular demand for an answer from
me at this time.

in the Morning Chronicle
of that day an
abstract of what passed
in your Cortes on the
27th Jany in relation
to your Ultramaria.

The work of which the enclosed paper gives a sort of
a syllabus, consisting of with the principale heads of argument, was begun
I do not exactly remember how long ago, tho' upon
search I could see if it were worth while, something between
one & two years. Penetrated with the deepest sense of the
importance of it, I have written many parts of it several three
times over, & the incidents of the day, have occasioned frequent
variations in it: tho' in no instance as to the general recommendation,
only as to the most promising course
