to me. But let not any such additional matter
produce any additional delay. No 3 You will see in
my Letters to Toreno the dread I am under of seeing
your government converted into a tyranny
worse than the preceding one because more permanent
by a coalition betwixt the monarchy and official
aristocracy. What well grounded promise
can there be from the best code of Constitutional
Law &c. were it ever so much better than yours is,
when the giving execution and effect to it depends
upon the will of a man placed in a situation which
renders him completely necessarily, and incurably
hostile to every thing that is good in it? to every
thing that is contributory to the greatest happiness
of the greatest number?
If permanent
establishment is given
to any measures having
for their effect
the giving to the Government
any controul
whatsoever over
the liberty of the press
and public discussion,
or political subjects
that will suffice for
the establishment of
a tyrannical despotism
in the hands of
the constituted authorities
whoever they are.
No such controul
is exercised in the
Anglo-American United
States: no such
controul is needful
or conducive to good
government any where.
