Brouillon Fair copy sent by the Driver who

Jeremy Bentham to José Fernandez Thomas
Queen's Square Place Westminster Tuesday 23 April 1822
Encouraged by Bowring, I write to you as if it
were to an old and familiar friend. He assures me I understand from him
that in the Cortes Your Brother put the case of an
unwillingness on the part of the Brazilians to continue
under the same government with the Peninsular
Portugueze; saying that in that case he should be
against the employing any c measures for
preventing the separation. My persuasion of the
worse than uselessness of distinct dependence to the people
of any country have been in print ever since 1792
They were then applied to the case of France. Not less
than two years ago I began applying them to the
case of Spain: ever since amidst numerous avocations
I have been writing on that subject — writing
and counselling — over and over again — as
fresh information has my information of the state of the case has been less narrow
events have been changing the state of the case or
as the state of the case has itself been changed, and as
what seemed to me a more advantageous form for
the argument has presented itself to me. With regard
to any practical need, the greatest part of all this matter
seems now to be superseded: superseded by the almost total
disruption which by this time appears to have taken place.
I have accordingly contented myself — for the present if
not for ever with getting up such parts the practical
utility use of which, if any, such appears seem not to
have been as yet superseded.
