§. 3. Challenging

prodigious extent. By the expense & deleteriousness of the
Law, one sort of tyrant, the purse-armed proud tyrant is generated:
by the want of redress, injury in various shapes,
and the want of appropriate means of repression, for invitations
to kill or be killed, the bully tyrant is generated.

In some cases in appearances rather than reality is
the challenging bully tyrant distinguished from the assassin: witness the
case where in the use of the arms in question the challenger
is to such a degree exercised as to be sure of his mark
which on the other hand the challengee is altogether without
pactice. In this case in the character of the bully tyrant
challengee, the bully tyrant gains the advantage, gains
in respect of facilit commission of the crime a facility
which in the character of assassin he never could have
obtained. All this through the imperfection, the gross and
blind imperfection of the laws belonging to the case:
the laws relative to homicide and those relative to per.-reputation,
or person and reputation conjointly.

With relation to the accomplishment of the end
the Bu Petty Tyrant or same Bully Tyrant gives himself
an advantage which in the case of the assassin may be out of reach.
Try the assassin the accuser and for obtaining the appendage a possibility of making the
attempt with a chance of safety or even without any the
benefit of any such chance, the occasion must be watched

But to the design of the Bully Tyrant no such impediment
presents itself has place. Without personal design in any shape, it depends
upon him to learn on each occasion the actual abode of the intended
victim, and be at pleasure on the face of very other purpose to absent himself into his presence.

True it is that in the case of the assassin the design to kill is
principal and exclusive: in the case of the Bully Petty Tyrant only eventual only
and in any number, and not of itself, the object of the design – no otherwise the object of design, than as being the necessary are reluctantly employed means of obtaining a shame for the accomplishment of it.
