two branches. One consists in the furnishing in a form accessible
to all becomes accessible without expence, a legal remedy
for insult in every shape; 2. another other in so ordering matters
that in the case on the part men who under the existing system have in
but too great abundance adequate motives for summoning inviting
to this disastrous pastime there shall no longer be
any inciting motives but such the force of which will be sure to be
overpowered by that of the restraining motives.
