II. Offence – its nature & malignity
1. As to the nature quality and magnitude of the Offence. Hitherto
the quality, it is believed, has been the conception generally
entertained has been altogether obscure and inadequate: the quantity
in consequence underrated. By the semblance of consensus
for the most part it is but a semblance, the evil of the
second order – the danger and alarm has erroneously been
generally regarded as in a manner extinguished: and supposing
this to be the case the aggregate of the evil though not
extinguished altogether would be so as to the greatest part of it.
The first thing to be done is to look out for bring to view, the several
different causes by which an invitation of so anomalous a
complexion is want to be, is capable of being produced: this
done it will be seen in what manner the system of remedies
herein provided may be to but advantage be respectively applied to them,
to their cause will be so many modifications or say
species of the disorder.
