In the choice of spots for settlement after
emigration a too general inattention to healthiness has
been observed to have place, In so far as the existence
healthiness, by the want of deficiency in which
all the other elements of property put together are
bereft of value. In so far as the this mischoice
has free will for its choice, it is not scarcely can
it be for the advantage of mankind at large that
law should employ itself in making provision the applicat endeavour
to apply remedies of a remedy. But in the degree of frequency of in which the
evil in this shape is produced by free will, no reason
can be found for tolerating giving impunity to the production of it by the
abuse of power and or influence: by force or by deception.
