It is because there is so much in yourself that
you are so forward to suppose the existence of such difficulty in case
curable wickedness on the part in the breasts of other men. Such is the observation
with which interested craft is want apt to oppose to whatsoever
effectual remedies can be proposed against political disorders.
The causing effective benevolence upon the largest most extensive scale
to be combined with prudence on that same scale
to be regarded as being so much more common than it is
or ever can be as among the most efficiently operative deceipt
by which the ruling one and in conjunction with the ruling few are want to
operate upon the credulity and mental imbecillity of the

is always assured to have place in the exact proportion to
the altitude of the place occupied by the individual on the
scale of prosperity: whereas according to the original and immutable
for constitution of human nature the real altitude
is the reverse. The more dependent great higher the degree in which a man feels himself

voluntary good offices of those with whom he has regards himself as about to have dealings
