Law Amendment or Penal CodePropositions
By Pitt the second rhetoric in this shape was
possessed in to a degree of comparative perfection: by his father
Pitt the first, he had been disciplined to it: when a young
child, mounted upon a table the drawer so said the reports of the
time, he would be used to set to for his own improvement
and the entertainment of the country. But of the mechanics of
government of legislation or law as it ought to be, or even as it is
the commencement of the contest between England and English
America, Pitt the first brought in a Bill for the termination of it.
What was this Bill? a power of relation and declamation
as he spoke, on all occasions, so be words in this. The
Son – what know he of the mechanics of government? – of
law as it ought to be or as it is? about as much as
his father. By the faculty of speaking without uttering vague
generalities in an improper manner, without hesitation or
round periods and constantly with hesitation, by the faculty
in conjunction with a favorable converse of an instance,
at an age at which no man on the continent of England
is trusted with the management of th his own affairs
the affairs the prosperity of so many millions of his fathers subjects were
placed at his disposal. With this practice in determination,
and a moderate stock of Greek Latin and Greek he passed
from College into the conduct of the affairs of the empire raw from College. What
other qualifications had he? Next to none. His plans, they
were all of them formed for him by George Rose. And George
Rose what had he been? the Purser of a man of war. But into
the office he too had brought a stock of Latin Greek and Latin.
