Law Amendment or Penal Code

Both together, what have the matter and the of the
mechanics of Government? The Poor Bill, introduced by Pitt, and
withdrawn after it had been shewn that the effect giving effect to
it was as far from being practicable as from being desirable, may
of itself suffice to shew. By the debates of the time the impracticability
of it was demonstrated: by no other sort an unofficial
work written on purpose the undesirableness. To Not less than
fifteen millions requisite to be expended in the first place in the
shape of capital: and this was to commence the annual expenditure with proportionable waste in the shape of income.
What they neither of them had – master or men – was acquaintance
with the subject: what they both had was magnanimity.
Their own plan was given up, and a plan presented by a
hand by which there once had been here in power was, so far
as depended upon them, substituted: so far as depended upon
them: th upon the plan which their reason and their magnanimity
had proved, an incurable veto was for the second and
the second time, put by from a quarter in which neither
reason nor magnanimity had place.
