11. It gives exercise to arbitrary power in the
person hands of the Monarch: and the necessaries of his now publickly known
subordinates by whom those reports are made on which
the mandate for execution or remission are grounded.

12. It diminishes the restrictive force of the punishment
in the way of promptitude: to wit by the delay incident produced
by the necessity of waiting till the Monarch is at leisure
to give exercise to this branch of his power.

13. It contributes to keep up the illusive notion of
the quality of humanity as inherent in the
of the Monarch how little so ever the be of it in the
character of the individual.

14. It enables and invites the Monarch to obtain
reputation by counteracting the declared intention will of the whole
legislature and weakening its influence.

15. It wastes the time of the Monarch
upon individual cases of the slightest narrowest importance, that
time of which there is never too much for cases of the
most extreme importance.

15. It employs in the application of punishment in this case an quantity of secret
machinery secretly exercised in secrecy in producing the
effect which in the case of all other punishment in every other
shape is applied in the most simple manner in the face of the Public Opinion Tribunal.

16. It gives encrease to corruption to the exercise
of corruptive influence, by in the hands of the aristocracy
by the facility it gives to the private connections of the admin
functionaries by whose reports the act of the Monarch is determined
to obtain pardons on
grounds compleatly
unknown to the public
at large.
