17. In the arbitrary power which it places in the hands
of so many public functionaries in such multitude may be seen
the most powerful efficient and altogether of itself sufficient cause of the
support given to it, in spite of the most cogent and
arguments so abundantly argued against it
in print: spite of the demonstration given by experience
of the needlessness of it.

18. The arguments here adduced against have not
perhaps been all of them made public before now. But to more
than sufficient amount they have been made public
to an amount more than sufficient to produce the effect
but for the influence of that vast phalanx body of sinister
interest.

19. It attaches praise and popularity to the exercise
of a dispensing power: an exercise continually given to it.
thereby rooting out the weakening in proportion to its exercise
so given weakening whatever there may be in the by which in its practice
the government of this country is distinguished from the
most absolute despotism.
