IX Punishm
Homicidal
Economy adduced in
favor of homicidal
punishment
Not a few are biased in favor of homicidal punishment
by the consideration of economy; reference had to the
other means of punishment which are employed when this is not
employed. Killing a man costs less than confining him in a Penitentiary,
on board of a hulk, or transporting him to the antipodes
and keeping him there without the application of any physical instrument preventive
of locomotion
The Panopticon plan
would deprive this
argument of its force
If the Had the Panopticon principle of confinement been established, the
argument would have been deprived of the greatest part of its force.
Should it ever be employed, as after the death of the
it assuredly will it will still be deprived of a very considerable
part of the force.
Small degree to which
this effect of economy
is ever produced
Of The effect these meant to give to consideration of economy
only a very small part is given or is ever likely to be given in comparison of that which
is extended by the law: of the number sentenced only a very
small part have as yet been habitually executed: even after the reduction
made by the late reference in the number that will habitually
be executed sentenced only a small part will still be executed.
