We have seen the different sorts of pain
[that] a man is susceptible of of which whereof a human creature is susceptible : we have
seen [in consequence] the different sorts of
pain [which] it is in the nature of an
action to produce. We have seen the
different sorts of pleasure a man is susceptible of: we have seen
the different sorts of pleasure a man is susceptible of : we have seen
the different sorts of pleasure it is in
the nature of an action to prevent.
Mischief.
Mischief is either Pain or the chance of
it; or loss of pleasure, or the
chance of it. It is either Pleasu

Danger
Pain in contingency or loss of pleasure

danger: Mischief therefore is either
pain or danger.
Offence -what ought to be an.
What is an offence is what any thing
that he who has power pleases to make
one: what ought to be an offence, is
somthing that mak upon the principle of utility, the only one
we acknowlege, is somthing that makes
mischief.
Somthing, I say, that makes mischief: not
every thing: every thing that makes mischief is not fit to be made
an offence of: every thing that makes
mischief is not a fit object for a [prohibiting] Law.

act, that makes it not fit to be made an

Meantime every thing that is fit to be
made an offence of, is somthing somwhat that
makes mischief. To know what is the mischief
an act makes, we must the way is to enquire
which of the [several] sorts of pain [above spoken of]
it makes or stands a chance of making.

Two points of Enquiry concerning it Our Legislator we suppose governed by the
principle of utility. Thus governed His concern, his interest
is to prevent expell any mischief. Thus governed He is the State-Physician .. This mischief is a poison. The Punishment it belongs to him to administer is has the Antidote he has to expell it with. He has an
interest to prevent expell any mischief he can
prevent expell. But the greater mischief it is
in the nature of an act to produce, the greater
is the interest he has to prevent expell it. There are many sorts of acts that produce mischief, and if these many the sorts & quantities they it are dif
