Preface
Proportioned to the magnitude of the design, is
in this instance the quality of those to whom it is
addressed; and whom the work is to is look to as those among to
whom it may find for its readers. It is not to be dissembled:
the quality of them [those for whom it is written
is not ordinary; nor the multitude number of them considerable.+
+ I cannot say with the poet, Virginibus puerisque canto It is only to sovereigns that I write, or
to their ministers: to sovereigns themselves, where
sovereigns govern and can read: to ministers,
where the sovereigns sleep.
the burthen of governing and thinking rests
exclusively
upon them. In different countries, the
number of them it must be confessed admits
of considerable variation. Here it is to the merchant country
gentleman I am speaking, to the merchant
to the lawyer: of in Sweden, if Sweden
be what Sweden was, to the peasant in his
cottage; elsewhere only to the King upon the
throne, there to a few hundreds: elsewh in most countries,
and those not the smallest, but to one. Perhaps the chance is against it's ever doing the least particle of service [any where]: my comfort is but if it does any it will not do a little.

was of being particular upon the article of language will be seen fully
display'd in the Appendix under the title of Composition
in which the whole plan of the work as
far as depends upon the article of language will
be exhibited and the advantages of it display'd.
With regard to foreign tongues, doubtless it must be owned a
great deal of the merit of it, if it has any, must
depend upon the translator. In a bad, perhaps
even in the best translation, a great part of the
propriety of the work in a subject of the kind,
as in works of amusement the amusing kind
a great part of the beauty, will be apt to evaporate:
the possibility even of translating it
in some cases may depend more or less upon
the idiom & genius of the language. In such case
the business may be rather to imitate than
to translate: and if the foreign language should prove
intractable,
