Depredation - is loss to

Sources of Depredation

1. Public money lying
in the hands of the functionary
in such sort
as to be employed in
producing interest to
him: ex. gr. in the hands
of his Banker

Mischiefs to the public

1. Loss to the amount of
predatory functionary's
profit

2. Retardation of the service
or
of the price of values
brought for government
use

By this arrangement his
interest is put in opposition
to his duty.

Remedy — Prevent leaving any part in his
purse. Let the money be
lodged in the Bank of England
for example.
