Matter of reward is
matter of good, regarded
as producing felicity

act done, or supposed to
be, or about to be, by
him.

Never is it procurable
by Government without
expence: i.e. hardship
and punishment, as

Thus by Government,
except through evil,
good is not producible.

Hence, greatest happiness
requires that, so
far as may be, without
loss of more than
equivalent good may be: – reward,
