Absurd as
Absurd as it is at present it was not till of late
so completely so as at present. When as yet there was no
other power, but that of the King, the addition of that
of the Nobles had the effect of dismantling it and so
far as it extended tended to form a balance to it:
here there was a balance or something that approached
to it so far as it had place the effect of it was more
or less of a beneficial nature or at least tendency.
When the Representatives of the people came into
exce existence & with it obtained a share of power
here was a substraction from the compound power
of the King & Nobles and a power operating on
the side of the people: here then was another sort of
balance: the first had two arms to it & this new one
had three. Thus far what was called balance did no
harm, it even did good & by the whole amount of it
& thus came the notion – thus it came & every experience
confirmed it a balance in a Government
was of use. But why & how of use? Only because &
in so far as it served to diminish the power of an
interest opposed to that of the people & to increase
that of the people.
