Art. or 19 Art . Under an Aristocracy-ridden Monarchy,
exceptions excepted, the people not being
individually at the mercy of the members of the
aristocracy are continually those whose good fortune it is not to be so, are frequently offering obstruction
to their will of those their superiors. Accordingly, while in the breast of
the Monarch of a pure Monarchy, the contempt of
the people is a quick and almost comparatively innoxious sentiment,
in the breast of a Member of the aristocracy,
it is more or less mixt with and embittered by hared:
accordingly and thus it is, that when the obstruction has come so
as to touch the favourite pleasure, cases have not
been wanting, in which, for the chance of putting
to death those whom by oppression they have made their enemies, they have been content
to expose to the power of the same homicidal
engine, their children and their friends: and, to this
practice, the Judges, it secretly sworn and it is indefatigable accomplices and supporters of aristocratic tyranny – silently and determinately and endlessly licensed manufacturers of the
rule retrospc retroactively operating rule of action – the
Common Law –, have given their support hardly naturally of course given
their support.
