III. Lastly, as to Appropriate active talent. In this respect of this
this element of appropriate aptitude, the native may, upon a first glance, appear exactly upon
a par with the foreigner: not so upon a second. As
the number of the other civilized nations is to one, so
upon a general view is the probability of superior aptitude
on his part. Such would be the case, even supposing
the judicial faculty not employed in the selection:
supposing the matter determined by throw of dice. But
for a purpose such as this, not dice but judgments are
employed: and, by this circumstance, the chance in
favour of the foreigner can scarce fail to be more or
less encreased.

On the side of the foreigner, the following observations
apply
Now, as to appropriate aptitude in all its elements
taken together. The following are the observations that present
themselves in favour of the foreigner's draught
namely, that, for such a work, no man would do by those to whom of no foreigner would the draught be adopted by the legislative body, but under the persuasion on their part
it belongs to , but under the persuasion
of
not simply of its appropriate aptitude on his part, but of its appropriate aptitude in such a degree
as was thought not to be observable elsewhere, and in had not been observed in any other.
particular in the country for which the choice
was made.

Another thing may be stated as little less certain:
namely, that, only under this assurance other persuasion, would the such a choice
be made namely to wit that, in the first place antecedently
to the execution of the works and in the last place, after
and in consequence of the execution given to the
works, the choice so made would be
be made: namely that of its proving acceptable to
the great body of the people.

Hence again comes another assurance in favour
of the manifestness, and high degree of his as well as elevation of the place occupied by his
draught in the scale of aptitude.
For, but for that, on the part of the people as on the part of their
chosen rulers, the choice made of him would find itself
effectually opposed by national prejudice: and, whatsoever were be the
force of this prejudice, corresponding and equal to it would must
be the degree of acknowledged superiority, necessary on his
part, over and above what would suffice to determine
the choice in in as the workman's favour were he a native of the work,
were it the work of a native.
