Of the one sanction as well as the other, the influences
will be in the force quantity of force force i.e. evil which the sanction has
in preparation at its disposal and in readiness to be applied to his
end according to the degree of his exposure to the action of it.

In the case of the political sanction, the quantity of
force evil proper to be be kept in preparation has its limits:
it may be is capable of being excessive excessive in such sort as to be detrimental
to the end in view instead of being conducive to it.

But as to the degree of exposure it cannot in this case
be too great.

In the case of the popular or moral sanction neither
the degree of exposure to the evil nor the evil itself which is
kept in preparation can be too great.

That by in which the degree of exposure depends
by which
exposure is effected, is called evidence.

But by the same cause by which the exposure is effected
with relation to the legal political sanction by that same
cause is it effected with relation to the popular or moral
sanction. Whatever is evidence to the political sanction
is evidence to the popular or moral sanction.

At the same time though whatsoever is sufficient evidence to be
political sanction is and ought to be sufficient evidence
for the popular or moral sanction, the inverse it not altogether
true: what may happen is that that which is
sufficient evidence for the popular or moral sanction to operate
upon shall not be sufficient evidence for the political sanction
to act upon: the popular force of it shall not be so great
as that which is necessary to constitute a sufficient ground
for a decision of the political tribunal by which evil in
determinate shape and quality shall be made to befall the
individual.
