Resources Means of effecting the requisite junction of interests

Resource Account: 2. Placing, to the greatest possible extent, in the situation of rulers
1. Employing, as far as may be, in the capacity of rulers,
those whom the rule is to be exercised.

Could this expedient be employed – employed and with advantage
throughout – there would no need would there be of
recourse to any other. But this would be – not government
but the absence of all government. It might For a time
at least it might serve for hundreds, it could never serve for millions.

Two circumstances are seen at once, either of
which suffices to render it physically impossible.

1. To act in concert it would be necessary the whole
multitude should at the same time be in the same place
and that in such sort that each one should be well in sight
and hearing of all the rest.

2. It would be necessary for them to give to that business
of government amongst others and in particular the business which
consists in settling in what manner the matter of subsistence
and abundance, in proportion as it comes into
existence shall be disposed of the time necessary to the
bringing it into existence.

Hence the need of deputation: by which an operative
by which the supreme operative power and the supreme constitutive
power are detached from one another: the supreme operative
being committed to the individuals deputed, deputed to exercise it in the character of surplus:
the supreme constitutive, by the act exercisable with or without the power of
exercisable with relation to those same possessors of the supreme operative power
being reserved in the hands of those, over all whom individually taken, this
same supreme operative power may notwithstanding be exercised.
