Constitut. Code
When of this natural counterforce such advantage is made as
is capable of being made, the effect is that no case of
misdecision or misrule in any shape an appeal is has place
need has place of itself and without formality, delay, vexation or without expence to from the possessors
of the supreme operative power to their creators the possessors
of the supreme constitutive power, in the character of Judges.
Even in the very suite of corruption, where all functionaries
are corrupt – rendered necessarily so by the very force of government
– even in such an atmosphere, this tribunal
factitious as it is is not altogether without force: by
this force it is and no other that all that evil has been
prevented, which as yet remains conducive if in so
pestilential an atmosphere in which⊞ ⊞ what is called religion has its effect, and understanding and
with labour under the cowardly demand of strength this antiseptic
is not without its effects what would it be under
a pure one?
How to employ this counterforce to most advantage
will form a particular subject of inquiry in another place.
