Constitutional Code

Were the pay of an Assessor ever so much greater than it is
proposed to be, still it could not be in every the instance of every
individual in every conjuncture an equivalent for the attendant
vexation. Here then, may be seen a reason ground for thex
omission of a substitute in the room of any person on whose
the lot has fallen: a substitute, provided on the condition that
whatsoever be the qualification requisite in the case of the
principal, that which is required required in the case of the substitute
shall be the same: namely as here proposed – possession of the
arts of reading and writing.
