Constitutional Code
Under the system of Constitutional law here proposed,
no such demand for misdecision and anarchy can
have place. From testimony to the suggestions of To no
temptation at enmity with duty with the probity of Judges a Judge

of the people they he may at any time be displaced: by the hands
of men treated by the people he may be even be punished.
No hand is there in In no part of the official
establishment is there can any hand be seen, by which a mass of
benefit equivalent with equiponderant capable of outweighing the abovementioned danger
can could be conferred. By no official hand can evil in any
shape be wrought in secrecy. The text of the penal branch
of law will be from the hands of those by whose who sit whose
situation will be under a Constitutional Code framed on those principles will
the penal code receive its spirit and its text Into the
precasts of that Code the only mode of punishment by which
if misapplied injury absolutely irreparable can be inflicted

at all times with arms in their hands in any number
all secret conspiracy is will be cut up by the roots: that which
all men may do openly in the face of all men no men can
conspire to do in secret: as in for no such concealment practice can

every Judge has an interest opposite to that of the people: and
above his own be a Judge to whom any whose need under the here proposed
system no Judge has any other interest but that what coincides with forms a portion of
that of the people. No interest has By no interest can he be led
to wish to inflict punishment punishment on any man whom it would not be
alike the interest and the wish of a Jury to be punished. By

on all points most apt
