Constitutional Code

As to any other effects good and evil so indeterminate are they, so and so
difficult to take measure of, the net amount of them will be seen
to be scarcely worth regard. As to the character of the decision verdict
which has been pronounced, whether it be good or bad is not here
in question: good or bad, they have all concurred in it,
and this all that is constantly known – all that can be known
with certainty. As to their deliberations supposing as that in the case
in question there have been deliberations – the influences seductive
and tutelary to which have stood exposed, are visible enough.
But in the same case have the Tutelary influence of one sort there is but one,
namely the that tutelary influence of the Public Opinion Tribunal. But
of that unofficial judicatory his colleagues all-together form in the eyes of each
Juryman but a minute section: even with the addition of all the
whole of the each of which when released from his confinement
he it may happen to him to be the center. On the other
hand on the side of corruption, by in suits between individual and
individual there is are in the instance of every suit causes of unjust
partiality in indefinite number – of all sorts in the
way of sympathetic as well as self-regarding interest . In suits between the Monarch
in which is gi directly or indirectly visibly or invisibly, the
Government – that is to say the Monarch with his eye
his instruments and his and their confederates has an interest,
the chances against rectitude of will and decision the chance that sinister interest with delusion the part a man takes, are
numerous beyond all calculation numerous. But where sinister
interest reigns, silence not discussion will be the general result
discussion in no other case than that in which to by this or that individual
his eloquence affords a hope of gaining consists after all that
has been done by the man of having on all sides to exhaust
the possible stores of eloquence.
