§. Justice Minister – his Inspection Circuits

Art. 1. Once at least in every year the Justice Minister
makes his Inspection Circuit.

Art. 2. Of this Inspection Circuit the objects are as follows

1. To make provision – to provide for the symmetry of the execution
and effect given to the system of Judicial procedure as between
District and every judicial division of the territory and every
other.

2. to take cognizance make observation of the appropriate aptitude of every the
several
judicial functionary with a view to confirmation continuance
in office or geographical dislocation from it or political dislocation, peremptory political
or geographical.

3. In the Judicatories most in number numerous and inferior in
rank grade to make observation as to with regard with a view to
eventual promotion to a higher grade in the same line.

Art. 3. So far as is consistent with equality or proportionality
as between to quantity of attention as between Judicatory
and Judicatory combined with quantity of time consumed on the road between place and place it belongs to the Justice Minister so
to order matter that his visit to each Judicatory be
as little foreseen as may be: and to that end to determine by
lot publickly drawn the order of visitation as between place
and place in each Circuit or aggregate of places: and whether
the visit be by the principal or any Deputy permanent or incidental.

Art. 4. The expence of the Justice Ministers Inspection Circuit
is defrayed by the public, and forms part of his pay
