this principle assertion of the
advantage singleness applies
in the official
establishment

(a) These observations (it may be of the advantage of singleness or seen) do not apply
exclusively to the particular function and correspondent ation
here in question. They apply to political function
and situations in general and almost exclusively: the cause
to which they do not apply are cases of exceptions and the
exceptions are very few.

active talent. As to all the others in no shape is aptitude - in any degree degree required looked for in in
their handsincludes, except
that which can now
find, namely the above

or immoral aptitude
neither appropriate intellectual
aptitude nor appropriate active talent is in their instance necessary in any degree: and to his patron of the office it is the more valuable the more worthless a man may be [+]
