In that case, the power of the Jury, though decisive is
not ultimately so: the ultimate decision resting on the

With the the above exception instead of favouring the character
possessed by the Quasi Jury partakers more of that if a
Section of the Public Opinion Tribunal plan of that of a
body of commissioned and official Judicial functionaries.
But, if, upon the whole, it should appear, that a some of comissioned
Judge with with Quasi Jury each of them with a Quasi Jury
for a good scarcely for his moral aptitude upon his moral department, and an assistance
to be so in respect of his intellectual aptitude point a
